Mergering Agencies

In my career right now, there is an opportunity to merge 3 different agencies within a large Municipality that do similar work but are constrained by invisible boundaries that have been in place for the past 25 years.  I know that if we merge it will allow for greater efficiencies with clients and resources.  I know that this will be a big job to do but a worthwhile accomplishment once completed.  My dilemma is that I have never taken on this big of an event before and do not know all the ins and outs.  I do know that the first step needs to be me some how  convincing 3 differnet Boards of Direcetors, 2 funding bodies and the staff, that overall this would be a good move for everyone   

You may be asking why now????  Well one of the current Executive Directors will be retiring by the end of Jan 08 and th either December 08 and this would be great timing.  If anyone has any suggestions please send them along, I could us all the help that I can receive.
