One of things that I learnt the hard way is not to talk about the performance of other.
I am the boss, I need to see it for myself.
One of the better things that you can do is to compliment the good things.
eg. "Sue, I like it when you did that today, you worked quickly and efficiently and got the job done without getting frustrated - Great Job"
If you catch people doing good things and compliment them for doing a "great job" they do more of the same.
Good luck, and remember that being a supervisor means that you bust barriers for your team.

My Quality Control experience would make everyone aware of production and quality checklist. If they have too much spare time than checklist should demand higher production numbers or value...delegate training to more experienced workers...something to persuade everyone to take ownership of their product.
This is NEVER personal. It IS about production numbers that WILL affect everyone...each worker can cause company decline.
After daily talks about production "bad habit" workers may need letters of low improvement until they demonstrate lack of interest is production....
It is not about catching them, it IS ONLY about production numbers.
What you describe is THE fun of supervision...how to persuade, how to parent workers.
